Microsoft has recently launched two critical updates for Windows 7 and 8.1 that collect telemetry data.
From a technical point of view, both KB2952664 As well as the KB2976978, for systems with Windows 7 and Windows 8.1 respectively, were available for download, but as optional updates. But both updates have gone from optional to critical by the company, meaning they will be installed on all devices via Windows Update.

Microsoft says both updates are "compatibility updates for Windows Update," explaining in a brief description that they're meant to help collection certain diagnostic data.
This updated one version performs diagnostics controls on Windows systems participating in the Windows Customer Experience Improvement Program. Diagnostics assess the compatibility status of the Windows ecosystem and help Microsoft ensure application compatibility for all Windows updates.
The strange thing is that telemetry services are enabled on all computers, and not just those registered with Microsoft Windows Improvement Experience. So telemetry data is collected by all systems.
Let's say that according to the company, the telemetry data that is sent includes application errors and operating system information. Data can help the company improve Windows experience without collecting personal data.
