A bug in Windows 10 October 2018 Update (version 1809) breaks the backup tool. Yes, the problems of this particular version do not stop, despite the ongoing efforts of Microsoft.

It happens the same on 2 different computers, one with an internal hard drive for backup purposes, and the other with an external one. Backup stops with error code 0x80070013 on both systems in each test. Very disappointing, since everything worked well before the last update (1809, 17763.1),
Please note that Microsoft withdrew System Image Backup from the Fall Creators Update and advised users to use backup applications from other third parties.
However, users claim that everything worked fine until they update to the Windows 10 October 2018 version.
I have the same problem with Backup and Restore on my computer (Windows 10) running the latest version of 1809. After going back to a previous version of Windows 10 (April 2018 update version 1803), the backup program does not exist and works again.
However company runs to collect the uncollected. The development team has already released a fix for Insiders, but the tests are still in progress and there is no information available on when the 1809 version could be re-authorized.
