Windows 10 19H2 will be released as a cumulative update, as Microsoft will use a new distribution model for new features updates. This should make the process faster, though at first glance, the whole approach could confuse novice users.
“May 2019 Update (version 1903) and November 2019 Update (version 1909) share the same content. This means they share the same cumulative update packages. For those who were given the option to install 19H2, from Windows Update, one of the update packages enables the possibilities of the November 2019 Update,” says LeBlanc.
This changes the OS build number from Build 18362 to Build 18363. Because they use the same content, the small number versions (the number after the period) will always match between the May 2019 Update and the November 2019 Update. Today, anyone using the May 2019 Update has Build 18362.418, but Windows Insiders who have already installed the November 2019 Update have as build number 18363.418.
