"Windows 10 in 1903 and 1909 versions have the same operating system kernel and an identical set of system files. So the new features in Windows 10 of version 1909 were included in the recent monthly quality update for Windows 10, version 1903 (released on October 8, 2019), according to Microsoft.
The cumulative update for Windows 10 of 1903 and 1909 is KB4556799 and changes the build number of the operating systems:
Windows 10 version 1903: build number 18362.836
Windows 10 version 1909: build number 18363.836

As we all know by now, installing cumulative updates on Windows 10 is a big challenge, especially for those who have an older hardware. Quite often the specific updates present problems. For this reason, it would be good to make a good backup of your system before starting the installation.
The cumulative update of Windows 10 KB4556799 is available through Windows Update and from Microsoft Update Catalog for not automatic installation. It is of course also available through Windows Server Update Services (WSUS) for deployment to companies and organizations.
