The file was released by a person on Reddit who shared it in a post. The post contains a link to the Kiwix website, which contains instructions and the ZIM file (89 GB) (a format for offline wiki content) available for download.
Wikipedia does it regularly dumps of its databases, which Kiwix compresses into a file so that it can be more easily shared. For its latest archive, Kiwix launched its June 23 Wikipedia database.
The Wikimedia Foundation, the non-profit organization that hosts Wikipedia, funded part of the Kiwix project.
Kiwix creates and distributes Wikipedias files in all languages, but the English version is by far the largest. A new full English Wikipedia archive from Kiwix is available from October 2018.
