It is necessary to install the optional updates this week (KB4568831) because these are adding new features to the operating system system. If you still don't want to, you can wait until this month's Patch Tuesday and you'll get access to the new features. Microsoft will release the next security updates on August 11, 2020.
To enable the features of Windows 10 version 2009 to version 2004 you will need to make two modifications to the registry.
