Locally customized experience package for offline installation

On corporate networks, the installation of packages from the Microsoft Store is usually excluded, and this affects the installation of the display language through the new process that applies to Windows 10 from version 1903 to the current version.

Until version 1903 it was possible to install lp.cab files (language pack) via the Control Panel or the lpksetup.exe command and mui isos were available.

In case we want to "manually" save and install the language package we are interested in on computers that do not have full internet access due to security policy, we follow the following procedure or which is valid only for the Windows 10 version of the computer from which we will download the files. That is, if we use a computer with version 2004, then only for this version we could do a successful installation.

Because the following procedure does not exist on the internet and is presented for the first time on iguru.gr, your comments are welcome.

The procedure described is for the Greek language. Recommended Windows are Enterprise and Professional with administrator user account (not tested at Home).

Steps

1) We visit the website:

Copy the address of the link and paste it into the following link in the field 2) "Enter the link […]" address
https://store.rg-adguard.net and press the box with the tick.

3) We are presented with the list of all the data that are being downloaded. We observe the chronological order in which they appear.
We are interested in the list which contains .appx extension files which are executable and we will need them.
Note, the links are active for a certain time (about 5-10 minutes) and by pressing the "tick button" they are renewed.

4) For the 20H2 version we download the packages:

(we can find them by pressing F3 and pasting their names).

5) We go to the route:
Windows Settings → Update & Security → For developers, enable the first option Install apps from any source, including loose files

and in the displayed message select Yes.

We double-click the two downloaded packages.

6) Go to Windows Settings → Date & Time → Language and now in the Windows Display language a list with the option Greek appears.

Select it and click on the message that appears
"Yes, sign out now"

7) After our entry all the objects of Windows Explorer as well as the majority of descriptions and items in the Control Panel are displayed in Greek. It is considered certain that in a Windows installation in our country, the Region option is Greece.

Therefore it is not possible for millions of systems to have the same results with the same number of update combinations that may be installed.

8) One way to fix the Windows compilation is to "force" the language to be adopted by the system, resetting it as in the first installation, as follows:
Copy the selection
% windir% \ system32 \ sysprep \ sysprep.exe

and paste it in Windows Run (press the Windows key and R to display the box)

On restarting the computer select English αι Yes → Do you want to add a second keyboard layout? → Add layout λικά English (US) → Next μένων United States → Add layout

We continue the installation with the options we want and declare a new user temp μενο Next without filling in a password, we continue with our preferences and expect it to enter the Desktop.

I log off and select the user we had, press the Windows key and R and type CMD → OK and execute the command
Net user temp / active: no
to deactivate the user we created, unlike Windows management we delete the user (we also delete his folder from the folder (user).

The above procedure "forces" the compilation of Windows data. There are a number of solutions for similar problems (eg display Start menu etc), which would burden the size of the article.

In the 1909 editions the compilation was complete, as in 2004 in the first installation without updates. In the latter, the labels / descriptions of the Settings sections are not compiled, so whoever manages to find the solution, share it with us.

• Sysprep (System Preparation): is a process by which we can change the general settings of the Windows image using the Out-of-Box Experience (OOBE) boot. In this case, users and their documents and programs are not deleted.
  If we want to clone Windows and use it on different configuration systems, then select "Enter system control mode" which deletes the computer information such as its unique ID, security ID (SID), drivers devices etc and when completed, the end user will start booting OOBE.

More simply, it is the same result as what big computer manufacturers do, that when we first start our computer we already have Windows installed and we choose the settings we want (language etc).
The above is recommended when as professionals you have to deliver a large number of computers by making clones of a disk, having differences in hardware. Also as a home user to transfer your disk to another system, having backed up your files.
