The Windows 10 KB5001649 update has just been released for devices running version 20H2 / 2004, but unfortunately it cannot be installed with the error code 0x80070541.
This optional "emergency" update was released earlier today to address a Blue Screen of Death and other issues reported by users, according to Microsoft.
But what is more interesting is that KB5001649 cannot be installed with error 0x80070541. Installation error "0x80070541" is most likely due to compatibility issues with updates which were released on March 9 (March 2021 update).
Since then, the issue seems to be widespread. For those who have the same problem, you have two options - to manually download and install the cumulative update from the Microsoft Update Catalog or just to stop the update.
This is an optional update, which means you do not need to install it unless you have a blue screen when printing documents.

Or you can also search for the update using your KB number.
You have to do click on the "Download" button in the version of Windows 10 you are using.
If you do not know what it is, open Settings - System - About and verify the system version.
Download the file you are interested in and proceed with the installation.
