It appears that Apple recently changed its policy on battery replacements for iPhone 6 or newer devices and will accept all requests, regardless of what the diagnostic tool used internally.
The French iGen website reports that Apple has released an internal memo to inform Apple Store employees and Apple Authorized Retailers that battery replacement is available to all Apple customers companys, even if the diagnostic tool used shows that the battery is in good condition.
