The 1803 version of Windows 10 as well as the pre-release 1809 come with an error. The option that prohibits running applications in the background does not work properly. See what you can do.
In Windows 10, some store apps always run in the background. Microsoft designed Windows 10 to run some apps all the time to provide you with notifications and keep those apps up-to-date all the time. Apps such as for example related to weather, news, messages, games etc. There are many users who never use Store applications, but still run them in the background and consume system resources.
Thus, by default, some applications are already enabled to run in the background. You may never have opened them, not even once, and you may not need them, but they do run anyway. The clock, notifications, photos, store, and some other applications are set to run in the background.
In Windows 10, there is a special section in the "Settings" application that allows you to manage which applications will run in the background and which will not. From there you can stop running some applications. Let's see how.
1. Open Settings.
2. Go to “Personal Protection data".
3. From there do scroll down until you find and go to “Background Apps”.
4. Disable applications you do not intend to use from the list.
You will also see that you can disable them all at once by just one click on “Allow apps to run in the background”. However, either with the global switch or individually, the command on Windows 10 versions 1803 and 1809 does not work as expected. For some reason, the operating system still activates the background applications automatically after the computer restarts or shuts down. See the solution you have, until the problem is fixed.
1. Open Registry Editor.
2. Go to the following registry key.
HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ BackgroundAccessApplications
3. In the right pane, modify or if not create a new 32-Bit DWORD value with value name Migrated. (Note: Even if you are running Windows 64-bit, you must create a 32-bit DWORD value).
4. Set its value to 4 in hexadecimal.
5. Restart Windows 10.
This will solve the problem. The "Allow applications to run in the background" switch is now off.
