The setting is done through their registry Windows 10 but keep in mind that the scroll bars in Store applications, as well as any modern UI application, will not be affected.
1. Open Registry Editor (regedit.exe). If you do not know how, then press the Win + R keys at the same time, and in the pop-up window that appears, type the word regedit and press the OK button.
2. If Windows asks for permission to allow this app to make changes to your device, say yes, otherwise skip this step.
3. In the Registry Editor that will open, go to the left pane at the bottom address:
HKEY_CURRENT_USER \ Control Panel \ Desktop \ WindowMetrics
4. To change scroll width and make it smaller or larger
A) In the right part of the WindowsMetrics key, double-click the string ScrollWidth to modify it.
B) Enter a value between -120 (thinner bar) in -1500 (thicker bar) and click OK. The default value is -255.
The value uses the following formula: -15 x width you want in pixels.
For example: -15 x 17 = -255
5. To change the length of the scroll bar and make it smaller or larger
A) In the right part of the WindowsMetrics key, double-click the ScrollHeight string to modify it.
B) Enter a value between -120 (shorter) to -1500 (longer) for whatever length you want, then click OK. The default value is -255.
Value also uses the same mathematical formula: -15 x length you want in pixels.
For example: -15 x 17 = -255
6. When you are finished, quit the Registry Editor. Changes will be saved automatically.
7. Restart explorer to apply your changes.
