Windows 10 users report broken apps

A long thread of 31 pages on the official forums from Microsoft shows that some Windows 10 users are not having a good time using their PCs. Many of the company's customers say they can't launch apps on different hardware, citing “File System Error (-2147219196)” or “File System Error (-2147219196)”.

It all started with a user who claimed they couldn't open an image using the stock Photos app, with the latter showing the error mentioned above.

Later, others appeared, reporting the same problem with other Windows apps, such as Calculator (how difficult could running Calculator be), Movies and TV, even Microsoft's Feedback Hub (quite ironic), etc. . .

Microsoft usually takes a while to acknowledge a widespread bug, so you'll probably have to wait. Meanwhile, users decided to dig deeper and do their own research.

According to The Register, one theory is that recent app updates are not supported by the older processors. In fact, many of the affected users are using old hardware ie outdated processors such as Core 2 Duo or AMD Athlon. Another hypothesis is that we may be dealing with a simple and inadvertent developer error that made the old hardware unable to run the latest versions of Windows applications.

If you're running a Windows 10 PC running on hardware dating back to the Windows Vista era, it might be a good idea to stop automatic updates and wait for the situation to clear up.

  1. I faced this problem, weeks ago on my company's pc's, with core2duo/core2quad and 1st/2nd gen i3/i5 CPUs.
    I have also posted it in the corresponding reddit thread.
    Temporarily I found a temporary workaround by disabling MsStore updates via registry.

    Follow the steps below to get all MsStore applications working normally again.
    1. Disconnect from internet.

    2. Restore your PC to a restore point before January 2024 for me it was 13/12/2023.

    3. Reboot to your admin account.

    4. Launch the Start Menu, type Command Prompt, and choose Run as administrator from the right panel.

    5. Type the following command in the elevated Command Prompt window and press Enter.

    reg add HKLM\SOFTWARE\Policies\Microsoft\WindowsStore /v AutoDownload /t REG_DWORD /d 2 /f

    6. Reboot and reconnect to the internet

    7. Check if MsApps is working. If not restore to an older restore point and follow steps again (here restore point from 13/12 worked just fine).

    8. That's it..enjoy MsApps back.

    This will disable MsStore AutoUpates for now, until and if MS finds a solution, but I think it's because older CPUs don't support SSE 4.2 (and AVX).

    Here's some sha256sums of the two KernelBase.dll files I have, one in System32 and the other in SysWOW64 after restore:

    Some info: In event viewer, the faulting module paths are C:\WINDOWS\System32\KERNELBASE.dll and C:\Program Files\WindowsApps\Microsoft.VCLibs.140.00_14.0.33321.0_x64__8wekyb3d8bbwe\CONCRT140_APP.dll

    CONCRT140_APP.dll is part of Visual C++ (affects Paint 3D and Voice Recorder apps). Installing Visual C++ 2015 -2022 redistributables (both x86 and x64) does not fix the problem with Paint 3D and Voice Recorder.

    KERNELBASE.dll is part of Windows (affects Calculator, Photos, Feedback Hub, and Mail and Calendar apps). DISM and SFC didn't find anything exciting, even if you performed an in-place Windows 10 upgrade, which also didn't fix anything.

    So keep somewhere a copy of working versions of them in any case...

  2. Yes, it's been a couple of weeks since I noticed it on my system as well. Intel quad core processor with windows 10.
    Photo and calculator not working giving above message.

  3. The same thing happens after win 11 and old hardware, for example C2D q9400, where
    the calculator does not work and I had to resort to external ones
    applications. All this after some "big" update, but in a newer one
    hardware e.g. I5-3570, there is no such issue, even though 11s are not supported
    officially.
