EU: taxation per product based on CO2 emissions

The EU is preparing tariffs on some imported goods with the CO2 emissions produced during their production and transport. Of course there are many who do not agree with the idea, while there are others who argue that nothing will change until the world's pollution begins to be charged.

What remains to be seen is:
1) How will they implement the new law (per nation? per member state? per city?)
2) What data will be used (Information from local government? or from a satellite;);
3) How will the data be normalized (GDP? Per capita?)?
4) How will the carbon dioxide emission per good be calculated (Total emissions? Worst kind? Certain parts?)

This will undoubtedly cause a lot of backlash. But it seems that the world will finally get more serious about stopping greenhouse gas emissions.

"The measure will first apply to iron and steel, cement, aluminum, fertilizers, electricity generation s and the before it is extended to other goods", he says CNN.
