Evil Limiter uses the ARP spoofing technique to trick devices into sending data on the computer running it, instead of the router.
This allows us to send the data to the router at whatever speed you want. Thanks to the way operation of the ARP protocol, it is possible to check the speed of any device on a shared network connection.
However, because ARP spoofing only works on IPv4 networks, this tool it will not be effective for IPv6.
