The availability of public Wi-Fi in emergency situations as well as the use of the Tor network in general can be ruled out by the Ministry of the Interior if they pass two laws proposed for discussion and scheduled for the beginning of 2016.
Along with the European 2009 directive that allows data retention by Internet service providers, if the laws are passed, France will experience surveillance tactics used by China.
The two bills are essentially asking for content filtering from any service that offers free Wi-Fi. At present, it is not clear at what level this will be achieved, but certainly a public Wi-Fi blockade during an emergency is likely to cause panic among those seeking ways to communicate.
As mentioned above, it is not yet clear how the two bills can be made (technically) if it concerns hotspot owners or Internet service providers.
Right now in Paris one can find free Wi-Fi in about 300 points.
In addition to blocking Wi-Fi, however, the new anti-terrorism bills are also considering the exclusion of the Tor network at the request of the local police.
Despite being used by criminals, the network used by whistleblowers and journalists. So this proposal can be criticized as potentially unconstitutional by the Department of Civil Liberties and Legal Affairs of the Ministry of the Interior.
The French government could also require ISPs to have them with data showing who is using the Tor network, which again brings to the forefront issues of privacy and trust between government, citizens and businesses.
