The Google service essentially checks the quality and connection speeds of internet service providers (ISPs).
Google uses data related to your ISP to see if it can play a video from YouTube HD.
Based on their performance, service providers will get a stamp as "YouTube HD Verified" (certified providers of Youtube HD) as long as they can upload 90% of the videos in 720p resolution.
This system is supposed to help users figure out if they are connected to the right provider for their site or maybe they should reconsider. As for the service providers, they will obviously be able to brag if they pass the test.
Google's video quality report will be available in Canada for launch, and will soon be expanded to more countries. According to the company's data, Canadian service providers provide high-quality connections.
