HP customers around the world report that the company has begun installing the HP Touchpoint Manager software on their devices together with a new telemetry service called Windows TouchPoint Analytics Client.
According to these reports, this is done without user interaction in the background. The first report to install the HP Touchpoint Analytics was posted on 15 November 2017.
A user in his forum Bleeping Computer reported that the application installed on a Windows machine on this date. Other related publications at Reddit and HP customer forum confirm the installation of the new application and services on Windows machines.
The description of the service over the application window confirms that it is used for telemetry collection:

HP Touchpoint Manager technology is now delivered as part of the capabilities of the HP Device as a Service (DaaS) Analytics and Proactive Management. HP apparently stopped the self-managed HP Touchpoint Manager solution.
HP seems to have transformed its technology into a cloud-based service. The service appears to send data to HP at least once a day. Users can find this data in the ProgramData \ HP \ HP TouchPoint Analytics Client \ Transfer Interface path that is on the disk that is installed on Windows.
Some users reported that the installation slowed significantly their system and that removal of the application from the system restored performance.

First you need to check is whether HP has installed HP Touchpoint Manager on your computer.
1 Option: Services
Use the two Windows-R keys to display the RUN box
Type services.msc and press the Enter key on the keyboard.
Look for the HP Touchpoint Analytics client in the Services list.
If it exists, then HP Touchpoint Manager is already installed.
If it does not, go to 2.
Double-click on the service to open its details.
Change the cm typemovements to disabled.
Select Stop to stop the service in the current session.
2 Selection: Windows Programs
Use the two Windows-R keys to display the RUN box
Type appwiz.cpl to load the "Programs and Features" control panel application.
Locate the HP Touchpoint Manager.
Right-click the program name and select Uninstall to remove it from your computer.
Uninstall will also remove the service.
