IRIS: Mandatory from today for businesses

As of today, Monday, December 1, all businesses are required to accept payments through the IRIS system for transactions with individuals, as the Independent Public Revenue Authority (IPRA) had already announced.

The AADE also completed the regulatory framework for the interconnection of businesses with the Tax Administration and the acceptance of instant payments at the Point of Sale. The technical specifications were also finalized, incorporating the new Instant Payments capabilities into businesses' cash systems.

Daily transaction limits remain at 500 euros for payments between individuals or to professionals, with a maximum limit of 1.000 euros per day.

From January 2026, the limits are expected to increase to 1.000 euros per day and 5.000 euros per month for individuals, as part of the gradual expansion of the system.

Non-compliance by businesses with the obligation to accept payments via IRIS and their interconnection with POS and cash systems of the Public Revenue Office will result in fines, depending on the type of business and the characteristics of the area. However, in the initial implementation phase, transitional periods will be observed and recommendations will be made, especially in cases of technical problems.

The entry into force of the obligation was postponed from the original date of October 31, 2025, to December 1, 2025, in order to give time for adaptation to the entities and to ensure the smooth implementation of the measure, as stated in the explanatory report included in article 46 of the new tax bill entitled "Tax reform for the demographic and middle class - Support measures for society and the economy", which was submitted for discussion and vote in Parliament.
