Although it used to be possible to display the seconds (via registry) Microsoft introduced a redesigned version of the Taskbar that changed many of the classic features, including the option to display the seconds.
As of DEV Insider build 25247, Windows 11 puts the seconds back in time. See what you need to do to make them appear for you too.
Step 1: Open Settings in Windows 11.
Step 2: Click Personalization.
Step 3: Click on the taskbar page.
Step 4: Click the “Taskbar Behaviors” setting.
Step 5: Select the “Show seconds on system disk clock” option to enable the feature.
Alternatively, you can uncheck “Show seconds on system disk clock” to disable the feature.
If the option isn't there in your settings, it's because you're not on the version that supports the feature, or the feature isn't available for your device.
