Run the installer. Follow the steps. When finished, you will find the old Paint shortcut on the Start menu.
The Paint application will work fully. In addition to the shortcut, you can also start it with "mspaint.exe" from the RUN dialog box or from the taskbar search box or from Cortana. It will use the same language as your operating system.
If you decide to use Paint 3D, simply uninstall Microsoft Paint from the Settings - Uninstall a program path.
