Below we will briefly see what M's patches are about:

Microsoft released 14 security newsletters for November of 2016. 6 of these have been criticized seriously and critically, and the rest of 8 as important.
All concern Windows client and server versions that are affected by at least one critical security gap.
Microsoft has also released updates for Microsoft Edge, Microsoft SQL Server, Office, and other company products.

Windows 8.1 and 10 are affected by more compared to Windows 7 and Vista. So the security update for Adobe Flash MS16-141 was released only for Windows 8.1 and 10, and in the cumulative security update for Microsoft Edge.

For the new Windows Server 2016, there are two critical updates (MS16-130 and Ms16-131), while earlier versions of Windows Server are either not affected at all, or the patches are marked important and not critical.
