Nmap is a tool that can be classified and malicious as many tools in that kind. But it is mainly used for protection purposes. Like finding a vulnerable point in the network and fixing it.
Legally, Nmap should be used in authorized systems. If scanning is used on an unauthorized system port, this action is considered as illegal and persecuted.
