The action plan "Opening Education” παρουσίασε η Ευρωπαϊκή Επιτροπή, με στόχο την αντιμετώπιση ψηφιακών προβλημάτων στην εκπαίδευση, τα οποία παρεμποδίζουν τα σχολεία και τα πανεπιστήμια να παρέχουν υψηλής ποιότητας εκπαίδευση και ψηφιακές δεξιότητες οι οποίες θα απαιτούνται για το 90% των θέσεων εργασίας έως το 2020. Στο πλαίσιο αυτό η Επιτροπή εγκαινίασε το νέο δικτυακό τόπο “Ανοικτή Εκπαίδευση Europa” (www.openeducationeuropa.eu), που θα επιτρέπει σε σπουδαστές, επαγγελματίες και εκπαιδευτικά ιδρύματα να μοιράζονται free open educational resources.
The "Opening of Education" focuses on three main objectives. First, it seeks to create opportunities for organizations, educators and learners to innovate. Second, it aims to increase the use of Open Educational Resources (OER), ensuring that publicly funded educational materials are available to all. Finally, it seeks to improve the Information and Communication Technologies (ICT) infrastructure and connectivity in schools.
The need for an organized digital literacy program is seen as imperative, as this change should be made by trainers and policy makers and not as something that just happens.

Indicative is the fact that between 50% and 80% of students in EU countries never use digital textbooks, exercise software, podcasts, simulations, or educational games. For example, pupils in Latvia, Lithuania and the Czech Republic are more likely to have access to the Internet at school (over 90%), twice as much as Greece and Croatia (about 45%).
In addition, in primary and secondary education, most teachers do not feel confident about their digital skills, while 70% wants more training in ICT use. Universities are invited to adapt their teaching methods to provide a combination of face-to-face teaching and online learning opportunities, such as MOOCs (Massive Open Online Courses) that allow individuals to gain access to education anywhere, per at any time and through any device. This is necessary as the number of students in the EU is rising.
Initiatives related to "Opening up education" will be funded with support from the program Erasmus+, το νέο πρόγραμμα της ΕΕ για την εκπαίδευση, την κατάρτιση, τη νεολαία και τον αθλητισμό, και το Horizon 2020, το νέο πρόγραμμα έρευνας και καινοτομίας, καθώς και τα διαρθρωτικά ταμεία της ΕΕ.
