This changes the build number of the operating system from Build 18362 to Build 18363. Because they use the same content, the small version number (the number after the dot) will always match between the 2019 May update and the 2019 November update. Today, those using May 2019 Update have Build 18362.418, but Windows Insiders who have already installed November 2019 Update have 18363.418 as their build number.
