In a Reddit thread, some users have reported that uninstalling the Windows 5034765 update KB11 fixes the problem, but this is not a good idea. KB5034765 is a security update and contains important bug fixes that can be especially important in the workplace.
But at the moment there is no other solution to restore the taskbar.
