Microsoft is reportedly investigating a new known issue in the 24H2 version of Windows 11, which was released on October 1, 2024. According to a new notification on the Windows Health Dashboard website, some users on Windows 11 version 24H2 are having problems changing the time zone through settings.
Microsoft says the bug affects non-administrative accounts, and mostly in the modern Settings app, while everything works in the admin profile:
After installing Windows 11 24H2, non-administrator users may not be able to change the time zone in the Date and time tab of Windows Settings. The time zone option is not visible to non-admin users.
Note that this issue is limited to the Date and Time tab in the Windows Settings app only and is not a result of changes to permissions, user policies, or any operating system settings. Users with administrator rights will not experience this problem.
Fortunately, Windows 11 still has the old code (old and new code together, so don't wonder…), which means you can fix the problem by adjusting the time zone using the good old Control Panel. Here are two solutions that Microsoft recommends:
The time zone can normally be changed through the Date and Time tab of the Windows Control Panel.
In the start menu search for “control panel” or “control panel”. Open the Control Panel, and find the setting “change time zone.

Press the two keys Windows and “R” together and run the command “timedate.cpl”
Once the page opens, select the “Date and Time” tab and click on the “Change Time Zone” button from where you can make the change.
