WinPaletter, is a third-party software utility used to customize and modify the appearance of Windows. The app was updated a few days ago.
The software developer refers to WinPaletter as an “Advanced Windows appearance editor” and offers features that help modify Windows metrics and fonts, change wallpaper tones, and add classic colors, themes, and more.
The new version brings many new features and improvements, such as a new WinPaletter store, new startup sounds, a help section (wiki), reduced memory footprint and many other changes.

However, you should remember that this is third-party software that is not related to Microsoft. The utility is also unsigned, so Defender or web browsers like Mozilla Firefox will block its download or installation.
