Microsoft's Windows 10 still (officially) has not exceeded the limit of 700 million active devices. They may be almost there, but they remain without major changes.
Microsoft executives hinted months ago that the company has reached the milestone of 700 millions of Windows 10-enabled devices, but today it's finally official.

Microsoft executives they had announced on the first day of BUILD 2018 held in Seattle in May that they had reached the milestone of 700 million active devices. In recent months, however, the word "almost" has been officially added.
Let's report that the company hopes to see more Windows 10 installations after the upcoming Windows 7 support end date in January of 2020.
Microsoft's measurements for the "active" devices it mentions last 28 days and include Windows 10 on computers, tablets, phones, Xbox consoles, HoloLens devices and Surface. All versions of Windows 10 are included.
So we see that the company's goal for 2015 to see Windows 10 active in 1 billion devices does not seem to have closed until mid-2018. To be fair, however, we should mention that Microsoft has withdrawn from the mobile phone purchase with Window 10, which would raise the numbers quite a bit.
