As it turns out Apple has recently changed the battery replacement policy on iPhone 6 or newer devices and will accept all requests, no matter what the internal diagnostic tool says.
The French iGen website reports that Apple has released an internal memo to inform Apple Store employees and Apple Authorized Retailers that battery replacement is available to all Apple customers companys, even if the diagnostic tool used shows that the battery is in good condition.
