Its manager FBI James Comey called on Congress on Thursday to find "a regulatory or legislative solution" to expand the use of technology encryption of user privacy, arguing that if the Companies do not use such solutions, many "homicide cases could be stopped, suspects would not be free, and child exploiters would not be able to hide." 
Comey said he understood the "justifiable surprise" many Americans felt after Edward Snowden's revelations about the NSA, but argued that recent changes by companies such as Apple and Google that make the data stored on cell phones inaccessible to law enforcement is excessive.
The latest versions of Apple and Google smartphone operating systems provide strong encryption defaults that cannot be broken even by the companies themselves - as long as user data is stored on the device, not in the cloud. Recall that companies are legally covered, because even asking the authorities to hand over data to their users that exist on a device cannot do so. The encryption key in the new operating systems is stored in just about every device, and not even the manufacturers themselves.

The FBI director did not propose any specific legislative solution, saying he simply hoped to start a dialogue on the issue. He said he wanted manufacturers in some way to give law enforcement access to their devices resulting from a court decision.
"We are not seeking a back door approach," Comey said. “We want to use the front door, with clarity and transparency, and with the clear guidance provided by law. We want to follow judicial decisions and legal procedures. ”
