How do you activate the filter?
Run your search from the images page Google, and then filter the results of the images.
Click on menu Search Tools, and then select from the drop-down menu for Usage Permissions. This menu offers five options:
Select the option you want to use and refresh the page. The "mark for reuse" option allows you to use the image for non-commercial purposes as defined in the license. "Labeling for commercial purposes" allows you to use the image even for product marketing. The "reuse with modification" option allows you to change the image.
There is already a Google page that describes the various licensing and usage options.
