The non-existent awareness of online protection of information in many government agencies and companies is the main reason for leaks, according to a research institute.
"It is clear that local governments and services, such as service social security agencies have failed to receive sufficient investment in information security supervision," noted Yan Ming, director at the Public Security Bureau's Third Research Institute.
He also said that the country needed better legislative support, as well as a system that could be held accountable by individuals or organizations responsible for information leaks.
