Participation of Greece in the European program Information & Communication Technologies 2007-2013

The participation of Greece in the European program "Information and Communication Technologies" ( & Communication Technologies/ICT) of the 7 Framework Program for EU Research in the 2007-2013 period, a new study by the National Documentation Center. According to the results of the study, the Greek research teams participated in 591 projects (with Community funding 330,42 million), ie 25,7% of the total projects funded. The average success rate for the proposals with Greek participation was 13,2%, placing Greece at 12 position in the total of 28 EU Member States.

The publication, available online at http://metrics.ekt.gr/el/node/171, presents, inter alia, analytical data on the absorption of European funds, the geographical distribution of resources, the country's position in comparison with the other European countries, the networking of Greek institutions, the participation of Greek regions, as well as the projects in which Greek participation is involved, especially those coordinated by Greek research teams.

Information and Communication Technologies (ICT) is a tool that plays a key role in all research and technological development activities and supports horizontally all sciences. Excellence in research and technological development promoted as a key component of European funding programs sets the foundations and conditions for innovation, competitiveness and prosperity and is indissolubly linked to further cultural development and the provision of social services. Investment in research and technological development greatly multiplies the strength of the economy.

ICT - Information and Communication Technologies, one of the most competitive and at the same time the largest budget funding program in the 7th EU Research Framework Program, has allocated a total of € 7,7 billion to co-finance 2.298 projects in 6.551 organizations from 120 countries during the period 2007 - 2013.

Greece maintains a consistently high interest and participation rate in the specific program, participating with organizations that are part of all its stages of the value of ICT in the private and wider public sector: Academic Institutions, Research Institutes, Industry, Businesses, Collective bodies.

Funding for ICT research has supported innovation and competitiveness in a wide range of disciplines. The Greek participation in 591 projects, ie 25,7% of the total projects funded, was particularly important and contributed in this direction. The average success rate for the proposals with Greek participation was 13,2%, placing Greece at 12 position in all 28 EU member states.

The total budget of the Greek organizations participating in these projects is 446,78 EUR million and the Community funding 330,42 million, which corresponds to 4,3% of the total EU funding. It is noted that the Greek contribution amounts over time to the level of 4,2% from the 6 Framework Program.

The three main thematic areas of interest for the Greeks were: a) Open and secure infrastructure of networks and services (100,2 million); b) ICT for Health, Aging, Integration and Governance (54,8 million); ) ICT for Alternative Routes for Components and Systems (41,3 million).

Community funding was mainly directed at research centers and universities, which in total absorbed 75,6% of funding, as opposed to the European average (56,8%). Nevertheless, the participation of Greek private operators in approved projects reaches 32,6% of the number of Greek holdings. It is worth noting that despite the relatively smaller absorption of funds from the private sector (23,9%), the participation of small and medium-sized enterprises increased significantly and absorbed 15,4% of the total budget of the approved projects, fluctuating within the European average.

Regarding the geographical dimension, the largest share of financing (57,12%) was absorbed by the Attica Region, 18,52% from the Central Macedonia Region, 12,96% from the Region of Crete and 6,68% from the Region of Western Greece.

The participation of Greek organizations in the above-mentioned ICT program has contributed significantly to (n):

Networking Greek organizations with leading organizations inside and outside Europe,
Access to new tools, methods and models related to new technologies
Funding Greek research, upgrading research infrastructures, training the country's research potential
Creation of new positions
Exploiting research results for growth.

The success of the ICT program in FP7 was the main reason for the expanded funding of Information & Communication Technologies with an integrated and complementary approach, through all the funding pillars of Horizon 2020, which is the new EU funding program for research and innovation in the period 2014-2020.

The study "Greece's participation in the Program FP7-ICT, Information & Communication Technologies, 7th Framework Program 2007-2013" is part of the series of publications (Intelligence Reports) of the National Documentation Center with reliable data and indicators resulting from its actions as National Contact Point for FP7. It corresponds to its institutional role for the collection, organization and distribution of scientific information and content and the representation with indicators of the Greek scientific and research activity (http://metrics.ekt.gr).

The study is based on data gathered by the National Documentation Center as a National Contact Point for the ICT Program in the 7 Framework Program for EU Research as well as European Commission documents and data from the CORDIS Community Service and the e-CORDA database. Particularly important was the contribution of Greek organizations involved in projects.

It is noted that the National Documentation Center operates as the National Contact Point for the new ICT program on Horizon 2020, the new financial framework for research and innovation in the EU in the period 2014-2020. EKT supports the Greek academic, research and business community for its participation in Horizon 2020 (http://www.ekt.gr/horizon2020). Covering all stages of research projects, from the preparation of the proposal to the implementation and exploitation of research results, the ESF services include: Information and Consulting Services, Support Office Operation, Development and Distribution of Information Material, Organization of Events and Seminars, Finding partners to form joint ventures and joint submission of proposals, recording national participation and issuing statistical data and performance indicators.
