HP customers around the world report that the company began installing the HP Touchpoint Manager software on their devices along with a new one telemetry service called Windows TouchPoint Analytics Client.
According to these reports, this is done without user interaction in the background. The first report to install the HP Touchpoint Analytics was posted on 15 November 2017.
A user on the Bleeping Computer forum reported that the app was installed on a machine with Windows, on this date. Other related publications at Reddit and HP customer forum confirm the installation of the new application and services on Windows machines.
The description of the service over the application window confirms that it is used for telemetry collection:

1 Option: Services
Use the two Windows-R keys to display the RUN box
Type services.msc and press the Enter key on the keyboard.
Look for the HP Touchpoint Analytics client in the Services list.

Change the startup type to off.
Select Stop to stop the service in the current session.
