A few months ago, Google announced that a new processor video is coming to Google Photos.
Some users started seeing the news program processings since March, but is now rolling out to all Google Photos users on Android.

The original Google Photos video editor allowed users to stabilize, rotate, and crop their videos. The new editor however, it is much more powerful.
With the new editor, you will have extensive crop options, horizon correction and audio removal. Google has also added a number of color correction tools to the video editor. You can adjust the brightness, contrast, white spot, warmth, hue, skin color, and more.
If you are used to Google Photos, you will find the new video editor very familiar.
The only thing the new and improved video editor can do is combine clips to create movies. If you want to combine multiple clips to create more complex videos, you should use a more traditional video editor such as Premiere Pro.
The new processor is already available for many Android devices. It is not limited to users with Pixel devices, so if you have an Android phone, you should be able to update soon.
If you have not yet seen it on your device, you need to be patient, as Google seems to be making a gradual move. However, you can try to force the update on your device by downloading it latest version from Google Play, but this does not always work.
