Some users started seeing the new editor in March, but it is now available to all Google Photos users at Android.

Google Photos' original video editor lets users stabilize, rotate, and crop their videos. The new editor, however, is much more powerful.
With the new editor, you'll have extensive cropping, horizon correction, and audio removal options. Google has also added a number of color correction tools to the video editor. You can adjust the brightness, contrast, white point, warmth, hue, the Colour of the skin, and much more.
If you are used to Google Photos, you will find the new video editor very familiar.
The only thing the new and improved video editor can do is combine clips to create Movies. If you want to combine multiple clips to create more complex videos, you should use a more traditional video editor like Premiere Pro.
The new processor is already available for many Android devices. It is not limited to users with Pixel devices, so if you have an Android phone, you should be able to update soon.
If you have not yet seen it on your device, you need to be patient, as Google seems to be making a gradual move. However, you can try to force the update on your device by downloading it latest version from Google Play, but this does not always work.
