Microsoft released the final version of the Microsoft .NET Framework 4.8. The new installer is available for online and offline use. Below you will find the links for downloading the application in either of the two ways you want.
Microsoft .NET Framework 4.8 is a new version of Microsoft's popular Framework and features new possibilities, fixes and improvements compared to previous versions.
Microsoft has released the new .NET Framework 4.8 for Windows 7 Service Pack 1, Windows 8.1 and Windows 10 operating systems, as well as all Servers starting with Windows Server 2008 R2 Service Pack 1 (Windows Server 2012 R2, 2016 and 2019 are also supported).
The upcoming Windows 10 operating system version 1903, or May 2019 Update which will be released in late May already includes the 4.8 version of the .NET Framework.

New features in .NET Framework 4.8 include improvements for high-DPI displays, improved support for Windows Forms interoperability in high-DPI WMF applications in platforms which support mixed mode DPI but also support for Per-Monitor V2 DPI Awareness.
The new framework comes with an updated Zlib library used for data compression, and a new ServiceHealthBehaviorWCF service that improves the IServiceBehavior service.
The .NET Framework as mentioned above comes with two installers: Web and Offline. The difference is that the Web Installer needs an internet connection to download the essentials archives.
The .NET Framework 4.8 offline installer is larger in size but does not need an active Internet connection.
