When a modern application does not load (does not run) or ignores your order to close, you may simply need to re-register it Windows to fix the problem.
Now we'll show you how to re-register all modern apps you've already installed in a user account in Window 8 or Window 10.
1. Open PowerShell. To do this press the 2 Win + R keys at the same time and in the new "Run" window that will appear type Powershell.exe and press the OK key.
This command will run the Windows Powershell ie it will open a new dark blue window Colourthat looks like the Command Prompt window (Command Prompt).

2. In PowerShell, copy and paste the following command, and press Enter. (See it below picture)
Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$ ($ _. InstallLocation) \ AppXManifest.xml"}
3. When finished, close it PowerShell, and try resubmitting the problematic modern app.
