What is ShakeAlert? Countries like Japan have sophisticated earthquake warning systems. But too many countries that are less developed (see Greece) do not have because of the tightness of financial resources. 
So in order to offer some form of protection to these countries, a consortium of US research institutes devised the ShakeAlert Earthquake Early Warning System, which could be installed on smartphones for early earthquake detection.
Scientists from the US Geological Survey have determined that "GPS receivers on a smartphone can detect permanent ground movement (displacement) caused by a large earthquake.

Of course, more advanced systems still work better. ShakeAlert, for example, cannot detect earthquakes measuring less than 7 on the Richter scale - which are still large and often deadly. Nevertheless, it could provide some form of warning to places that currently have no other means of anticipation.
The US Agency for International Development Development) announced that it will fund a pilot program to test ShakeAlert along the coast of Chile.
