zapire SIRENE

The meeting takes place in the framework of the Greek Presidency of the European Union

An official meeting of the Heads of the National Departments of SIRENE Offices (Supplementary Information Request at the National Entries) takes place from 19 to 20 June 2014 at Zappeion Megaron. The meeting is implemented and coordinated by our country, in the context of assuming the Presidency of the European Union.

In particular, the SIRENE Chief of Staff from Twenty-eight (28) Member States of the Schengen Convention, as well as representatives of the European Commission, take part in the meeting.

During the meetings best practices will be discussed and decided of the SIRE.NE Departments, while various legal, procedural and even technical issues will be discussed of their competence, in accordance with the current institutional framework that governs them.

The commencement of the meeting was held today by the Deputy Chief of Hellenic Police, Lieutenant General Spyridon Papaspyrou, who in his speech pointed out, inter alia, the following:

"From the entry into force of the Treaty Schengen in our country, the Greek Police gave a special in the operation of the Department S.I.RE.N.E. which acts as a single point of contact for the exchange of supplementary information on system data SIS II and supports all law enforcement agencies in matters of its competence.

Particularly at the start of the operation of the System Schengen Second Generation (SIS II) from 09 April 2013, Final System Users Schengen , have the ability to search for additional categories of items such as Boats, Boat Engines, Airplanes, Industrial Equipment etc.

This has increased the workload of the Departments SIRENE has, however, added value to the prevention and suppression of crime. Also, the ability to post the European Arrests and Photographs to the System has greatly assisted your work and has typically reduced the response time of law enforcement agencies.

At this point, I would like to give you some indicative statistics for the Greek Department SIRENS for 2013, which demonstrate the importance of the work being produced, as I believe, respectively, in the Departments S.I.RE.N.E. of the Member States you represent.

  • They were arrested in our country with a European arrest warrant 196 prosecuted,
  • They were arrested in space Schengen, based on Greek ESCs, 53 persecuted, against 39 2012 (35,89% increase)
  • In the 2013 year, the 3 SIRENE Division handled a total of 3.785 positive searches
  • Total 44.717 messages were routed
  • In the 2013 year, the total number of keystrokes by the Greek Police Services increased by 2012, from 28.270.694 to 29.204.616 (3,30% increase)

We hope these statistical results improve and reinforce them through targeted actions and recurrent training of all staff.

In the framework of the recently adopted Law on Reorganization of the Hellenic Police Services, our country decided to create a Unique and Unified Contact CenterSingle Point Of Contact), which will be made up of all National Units of International Police Cooperation (such as the S. THE.RE.N.E., h Interpol and EUROPOL ).

The main objective is to strengthen the information exchange procedures, but mainly with a view to eliminating the phenomenon of fragmentation and the loss of important information for the Law Enforcement Services.

The implementation of this model is expected to be completed in the coming months and we believe that it will be a point of reference as well of the exchange of information in the Greek Police".

It is noted that the SIRE.NE Departments are the responsible National Authority of each SCHENGEN Member State that provides for the exchange of any additional information for alerts on the Second Generation Schengen Information System (SIS II) while coordinating quality control of the information entered into the abovementioned system.
