The Snipping Tool will soon get a new feature where it will let you draw rectangles, ovals, lines and arrows on your screenshots.

The new plugin is available as a preview in the Dev and Canary channels of Windows 11. Microsoft is not saying when the new Snipping Tool feature will make its way to regular builds.
The new tool is available in version 11.2401.32.0, with which you can open the “Shapes” menu from the toolbar and from the “Outline” tool, choose the color and thickness of the outline.
The “Fill” tool allows you to make the shape transparent or filled with a specific color. Finally, you can click on the ready-made shapes: “Square”, “Oval”, “Line” or “Arrow” and draw the shape anywhere on the image.
You can always resize and rotate the shape and change the fill and border settings.
