The file was released from a person on Reddit who shared it in a post. The post contains a link to the Kiwix website, which contains instructions and the ZIM file (89 GB) (a format for wiki content except connection) available for download.
Wikipedia does it regularly dumps of its databases, which Kiwix compresses into a file so it can be shared more easily. For its latest file, Kiwix the base according to Wikipedia on June 23.
The Wikimedia Foundation, the non-profit organization that hosts Wikipedia, funded part of the Kiwix project.
Kiwix creates and distributes Wikipedias files in all languages, but the English version is by far the largest. A new full English Wikipedia archive from Kiwix is available from October 2018.
