In Frequently Asked Questions, the company explains that even if your camera is turned off in Windows 10, the new biometric identity feature called Windows Hello is still using it. So, even if you disable it, it will still be turned on.
"If you choose to enable Windows Hello, you will still be able to use your camera even if the setting is turned off. "If Windows Hello is disabled, it will not have access to the camera," said Microsoft.
Many people are afraid of course that the camera could be used to spy on them.
However, since Windows Hello is part of the operating system, it makes some sense to allow access to the camera for this application, which essentially offers biometric authentication.
Of course, Microsoft should inform users so that they are aware of this modes.
The Reddit user therealhamster posted a very interesting story about the above: "The LED on my camera turned every time I started Windows 10 and kept doing it until I turned it on the wall."
If you want to control which applications have access to your camera, you can see it from Settings> Privacy> Camera. But you will not find Windows Hello there. You need to turn it off from the path: Settings> Accounts> Login Options.
