To turn off VBS follow these steps:
Open Windows Search.
Look for Core Isolation to open Windows Security.
Disable Memory Integrity and restart your computer.
Open Registry Editor (regedit) and follow the path:
HKEY_LOCAL_MACHINE \ System \ CurrentControlSet \ Control \ DeviceGuard
Click two times EnableVirtualizationBasedSecurity and set it to 0.
