In accordance with YouTube, when a video has poor quality it is not their fault, but mainly the Internet providers (ISPs) and then the users.

If the provider is not big capacity on his servers, then the video will is delayed to reach the user of the service, so he can see it in low resolution and therefore poor quality.
Also, the fault of the user, is when for example one home network, a user consumes all the bandwidth and does not allow the YouTube user to see the video in high resolution.
