In December, at the EU Internet Forum, the four companies s announced the creation a common database of maps, videos and depictions of terrorist propaganda which have been removed from their services.

This forum will use the base hashes and will include the best techniques companies have implemented to detect content as well as their classification techniques using machine learning.

The new Forum follows Google's assumption that major technology should do more to address the use of social platforms to spread terrorist propaganda. The Facebook recently posted how to use with an image matching algorithm and through language analysis to identify and ensure that terrorist propaganda remains out of its platforms.

Efforts to fight terrorism are back on track as governments seek new regulations that will force technology companies to help law enforcement authorities address encrypted communications in criminal and national security investigations.

Through a joint partnership with the UN Security Council's Counter-Terrorism Executive Board and the ICT4Peace initiative, large companies will be able to exchange knowledge with small companies to help them develop the technology and processes they need to address the terrorist and extremist content on the Internet.

The Forum will also develop best practices to combat internet extremism and share knowledge from various anti-terrorist initiatives such as Alphabet Jigsaw Redirect and YouTube's Creators for Change.

"The Forum we have established allows us to learn from and contribute to each other's countervailing efforts and discuss how we will strengthen and educate civil society and people who may be doing similar work and support ongoing efforts," the companies said in a joint statement.

They also published the Center for Strategic International Studies report , highlighting the role of social media as an "accelerator" of violent extremism.
