Its safe browsing feature Google or Google Safe Browsing seems to be getting tougher on repeat offenders.

"Over time, we have noticed that a small number of websites that stop harming users for quite some time manage to remove Google Safe Browsing alerts. Then they come back with harmful activities, "said Brooke Heinichen of the Safe Browsing Team.
So as of today, once Safe Browsing determines that a webpage is a "relapse", the webmaster of the page will have to wait at least 30 days to be able to request a review from the Search Console.
Heinichen also assured that webmasters who have declared that their site is hacked, and are used to doing it repeatedly will not be taken seriously.
Thus, this movement in a way it's also a gentle nudge for webmasters to take the security of their websites more seriously.
