How to repair a corrupted "Change Computer Settings" link in Windows 8.1

change pc settings Some of them who have installed Windows 8.1 from the Microsoft Store are experiencing problems with the modern version of the Control Panel, specifically with the “Change PC settings” link located at the bottom right.

The problem has been confirmed by users addressed to Microsoft community forums , but the company from Redmond still has to give a solution or at least give more details about what is causing the problem.

I am able to change them , (meaning not unrelated to Windows)”  After several users tried different solutions in one of the applications that affect Windows 8.1 with a similar problem had discovered a command that fixes the problem and apparently fixes the corrupted Link "Change Computer Settings" Link, for both desktops and tablets.
