If you have not yet installed the new iOS 8.3 to get the emoji it contains, think again, as some users reportedly lost the Touch ID function to sign in to the App Store.
The latest release of iOS, released on Wednesday, seems to have ceased its operation touch ID in the App Store for some users.

For those who have iOS 8.3 installed and have the same problem with us, try a reboot of the device. After your basic settings open “Touch ID and Password”, enter your password and turn off “iTunes and App Store,” then turn it on again and you will be prompted to enter your password again.
