As the news shows tool is already available for download.
The company has not officially announced it, but the download link is available on the Internet and it seems Microsoft has no intention of removing it.

At the moment, we do not know Microsoft's plans for the new utility after it has not officially announced it. The previous announcement of the company for the upcoming product was as follows:

Since the app is already available for download, Microsoft has probably started the public testing stage. So we will probably see some official announcement about it theme soon.
